Over the past decade there has been a significant shift in the ways in which donor aid is passed to countries – through direct budget support to governments including to specific sectors (sector-wide approaches – SWAPs). This theme explores key gender issues for aid distribution and the Millennium Development Goals (MDGs). This collection features tools to mitigate the dangers and exploit the potential such as gender budgeting and guidance on innovative ways that donors can fund work on gender equality.
Everyone who has struggled to mainstream gender into public policy recognises that programmed action without money attached amounts to inaction. While government budgets allocate resources in ways that perpetuate gender biases, budgets also offer the potential to transform gender inequalities. This pack shows how in recent years gender budget initiatives (GBI), both inside and outside government, have risen to this challenge.
